Public Procurement Officials Should Take Note: Recommendations on Goods Subject to Energy Efficiency Requirements Introduced

The Public Procurement Office team presents recommendations for goods subject to energy efficiency requirements. These recommendations provide valuable information for public procurement officials on setting energy efficiency requirements for goods listed in the order of the Minister of Energy of the Republic of Lithuania, No. 1-154, dated June 18, 2015, titled "List of Goods, Excluding Road Transport Vehicles, Subject to Energy Efficiency Requirements During Public Procurement."
Helping Reduce Energy Consumption and Promote Greener Solutions
The purpose of these recommendations is to assist procurement officials in making informed decisions to reduce energy consumption and encourage environmentally friendly choices. The recommendations highlight four main objectives:
-
Energy Saving Potential:
By selecting products with higher energy efficiency ratings, procurement officials can significantly reduce energy consumption. For example, energy-efficient refrigerators or air conditioners can reduce electricity costs by up to 50%. This saving depends on selecting the appropriate energy class for each product group. -
Knowledge Transfer:
Procurement officials need to understand which products are subject to energy efficiency and eco-design requirements, what the energy consumption is for each efficiency class, and which energy-saving products are available in the European Union (EU) market. These recommendations will provide procurement officials with the necessary knowledge to apply energy efficiency requirements to each product group mentioned in the recommendations. -
Availability in the EU:
The EU market offers a wide range of products with various energy efficiency ratings, allowing procurement officials to choose energy-saving solutions for each product group. -
International Practices:
By reviewing energy efficiency practices from other countries (e.g., Austria, Ireland), the recommendations provide examples that can help apply energy efficiency requirements in green public procurement.
Useful Recommendations and References
The recommendations cover the applicable EU regulations for each product group listed. Practical guidance is also provided on setting energy efficiency criteria in procurement documents, along with useful references to foreign practices.
"We hope these recommendations will help procurement officials contribute to more efficient energy use and the promotion of sustainable solutions across Lithuania," affirms the Sustainable Procurement Department of the Public Procurement Office.
