Report on the Impact and Interaction of Complex Measures (In Lithuanian, English summary available)
Climate change is a global challenge that significantly affects the lives of people across the European Union. To address this issue, the EU has set ambitious climate and energy targets. In Lithuania, climate change mitigation policy is supported not only by sector-specific measures, but also by comprehensive actions that span agriculture, industry, transport, energy sectors, renewable energy sources, and energy efficiency.
This report examines the impact of integrated measures across various sectors, including energy, transport, land use, land-use change and forestry, industry, agriculture, energy efficiency, small scale energy production, and renewable energy sources. Analysis of these measures is essential to understand and evaluate how a single action can influence multiple sectors. The report presents detailed NEKSVP modelling and measure assessment data and insights, providing a solid basis for the evaluation of the effectiveness of integrated measures.
Integrated measures are interrelated: improving energy efficiency reduces the need for additional energy production; renewable resources replace polluting energy sources; industrial modernisation lowers emissions; and sustainable agriculture contributes to carbon dioxide absorption. The coordinated implementation of these measures creates favourable conditions for sustainable economic growth and the effective achievement of environmental objectives
