RECOMMENDATIONS FOR THE ADJUSTMENT/REDESIGN OF COMPLEMENTARY INTEGRAL MEASURES (English summary only)
In an effort to encourage industrial enterprises participating in the EU Emissions Trading 
System (EU ETS), Lithuania is providing financial support from the European Union's 
Modernization Fund to Lithuanian industrial enterprises (EVRK ed. 2, Section C) for the 
implementation of energy-efficient technologies and renewable energy sources. A total of 40 million 
euros is allocated to industrial enterprises. In October 2022, two calls were announced for industrial 
enterprises: 30 million euros for the implementation of energy-efficient production technologies in 
enterprises and 10 million euros for the implementation of renewable energy sources.
After a year of evaluating project selection and ongoing projects, it can be concluded that it 
was difficult for industrial enterprises to use financial support for the implementation of energy-efficient technologies because not all the costs that applicants wanted to implement using EU 
Modernization Fund funds were not foreseen in energy audits. In addition, different energy 
consumption and greenhouse gas (GHG) (hereinafter - GHG) calculation methodologies used in 
energy audits lead to different results of the effectiveness of measures and GHG savings, which did 
not allow industrial enterprises to receive more assistance and make decisions to implement projects 
and thus contribute to the transformation of climate-neutral industry
