Recommendations for Implementing Green Procurement and Using Eco-Labeled Products (Only in Lithuanian, English summary available)
The recommendations are intended for the team of the EU LIFE integrated project “Improving Energy Efficiency in Lithuania” (LIFE IP EnerLIT), which has committed to contributing to the implementation of the National Energy and Climate Action Plan. The project aims to develop strategic capacities to help Lithuania save 27 TWh of energy during 2021–2030 and reduce greenhouse gas (GHG) emissions by 30% compared to 2005 levels.
One of the key goals of the LIFE IP EnerLIT project is to promote and ensure the implementation of green procurement. These recommendations provide a practical tool for the project team on how to sustainably acquire services and goods necessary for project implementation. The guidelines focus only on product groups specified in the project application and address aspects relevant to the project’s procurement needs. For a more detailed and comprehensive understanding of green procurement procedures, the training materials prepared by the Public Procurement Office are recommended.
In the LIFE IP EnerLIT project application, we committed that all project partners would conduct procurement following green procurement principles, applying environmental protection or energy efficiency criteria, and considering the option to require suppliers to meet the EU Ecolabel or the EU Eco-Management and Audit Scheme (EMAS) standards. These recommendations provide a clearer legal basis for these actions and practical advice on their implementation.
